Abstract

The paper examines two 2005 Australian government issues papers on higher education and research policy, indicating areas both of concern and opportunity for Australian higher education providers in theology and their research efforts. The paper then offers suggestions as to how providers of theological education might position themselves as research institutions in the emerging higher education environment in Australia at the time, and how educational policymakers might regard research in the theological sector of Australian higher education. The paper is thus directed, within the emerging research environment, to two groups of readers: those concerned with the administration of theological institutions, and those whose responsibility is to draft policy with regard to research funding. Strategic planning in educational management is, in the main, the art of observing the policy environment and positioning an institution to take fullest advantage of that environment. This paper was circulated initially within the Melbourne College of Divinity as a discussion paper with this aim, within the policy framework that had emerged under the leadership of Dr Brendan Nelson as federal Minister for Education, Science and Training (2001- 2006). Despite some concomitant risks, this was a time of unprecedented change, with opportunities for relatively small institutions to establish themselves with active research programs.
